Nature and Extent
Lack of involvement from outside sources due to state sovereignty,
Called the event “communal killing” as opposed to genocide ? which restricted UN involvement in responding to the conflict due to the issue of state sovereignty.
An intrastate conflict that involved the Tutsi and the Hutu

UNSC Security Council implemented several failed resolutions such as;
Resolution 918
United Nations Assistance Mission for Rwanda ? which was helped to implement Arusha Accords
Imposed an arms embargos
Implemented UN peacekeepers
All were largely ineffective as the lack of recognition of the genocide
Resolutions implemented after the event had occurred.
Resolution 935 (July 1994) was employed which recalled all previous resolutions (eg Resolution 918)
Effective solution ? Resolution 955 (November 1994)
Est. International Criminal Tribunal for Rwanda which trialed and penalised those who participated in the killings
International Instruments
Under Chapter VII of the United Nations Charter UNSC recognised serious violations of humanitarian law
8th November 1994 ? UNSC created the International Criminal Tribunal for Rwanda (ICTR) by resolution 955 of 8 November 1994.
